Balleque takes swipe at colleagues: ‘Nagdu-dual functions’

General Santos City Councilor Froebel Kan Balleque on Tuesday took a swipe at fellow members of the 20th Sangguniang Panlungsod whom he tagged as playing “dual” functions as alter-ego of the executive branch.

Balleque made the comment as he reminded SP Committee on Transportation Chair Dominador Lagare, Jr. that it’s up to the executive to implement the controversial Transportation Ordinance No. 31.

“Kasi valid and effective ang Ordinance No. 31, i-implement ng Executive. Actually, hindi siya (Lagare). Iyan ang problema dito sa Council eh. Nagdu-dual functions eh. Konsehal, pero parang nasa ehekutibo,” Balleque quipped.

Balleque has previously accused pro-administration councilors as a “mere rubberstamp” of city hall.

“I was not the head of the then majority. I am not even a member of the political party of the then majority – the rightful majority which courageously stood for the independence and integrity of the Sangguniang Panlungsod as a democratic institution. Unlike the majority now which reduced this institution as a mere rubber stamp legislature,” Balleque said during the last session.
