GenSan councilors call for clear guidelines on ayuda distribution

General Santos City lawmakers called on the national government for a clear policy and guidelines regarding the release and distribution of ayuda or aid following complaints of alleged favoritism and other irregularities in the distribution of the P100 million El Niño assistance.

During Tuesday’s regular session, city lawmakers noted the absence of clear implementing guidelines in the distribution of the financial assistance which causes confusion.

“Mr. Chair, I really don’t know what kind of guidelines is the national having in giving this ayuda? Only to find out, walay klarong guidelines,” Councilor Beth Bagonoc said.

“Siguro tungod pinakalit ang pag-abot sa presidente… Naay usa ka senador mo-anhi dinhi, mohimo og ayuda dinha daplin sa dalan, unya mga tricycle drivers tua, nag-cause og traffic kay naa diay ayuda. lng-ana na lang ba ang policy,” she added.

Councilor Jane Rivera also said that the government should determine the most effective and efficient way of releasing the assistance.

“I would also agree na the rules are very vague kung sino ang bibigyan ng tamang ayuda… Pero ang kailangan nating usisaing mabuti, ay bakit hindi nabigay sa mga tamang nangangailangan and we have the proper offices in LGU who should be actually, sila ang sumasala dapat, sino ang unang priority, ang dapat mabigyan,” Rivera said.

Meanwhile, Councilor Richard Atendido explained that the city government was only given three days to prepare and submit the list of the 10,000 beneficiaries that were presented during the visit of President Ferdinand Marcos, Jr.

“Ang 10,000 na gihatag sa atong presidente, gihatagan lang ang atong congressional office og three days, para makuha ang kumpleto nga listahan. Kaning three days nga ni, lisod nga buhaton nga pangitaon ang 10,000 katao,” Atendido said.

For her part, Councilor Virgie Tiongson Llido shared that due to time constraints, members of the Gensan Food and Beverage Association (GEFBA) were even asked to prepare just their barangay clearances and IDs to be included in the ayuda list.
