GenSan Mayor Pacquiao camp to ex-mayor Rivera: Explain how confidential funds were spent

Former General Santos City Mayor Ronnel Rivera should account for his P16 million cash advances representing confidential funds in 2013 and 2014, according to the camp of incumbent Mayor Lorelie Pacquiao on Thursday.

In a video message posted on Facebook, City Administrator Franklin Gacal said that based on records, the former mayor has an unliquidated cash advances totaling P16 million.

“Kung hindi mo mapapakita sa taumbayan na papaano mo ginastos ang pera na iyong kinas-advance ay bullshit yan! Ibalik mo yan. Kaya bago ka mag-akusar Councilor Rivera, be sure na hindi ka pwede ka tapunan ng putik,” Gacal said.

Gacal’s statement was in reaction to the former mayor’s wife, City Councilor Jane Rivera’s social media post illustrating how Pacquiao’s special fund has already increased 166.66 percent or P50 million more this year.

But according to Gacal, even the former mayor’s confidential fund have also increased from P12 million in 2013 up to P35 million in 2022. He also reminded the city lawmaker that she herself has voted for the approval of Pacquiao’s confidential fund allocations in the Sangguniang Panlungsod.

He said that unlike her predecessor, Mayor Pacquiao has properly liquidated her cash advances and was given clearance by the Commission on Audit.

“Hindi ko maiintindihan bakit parang nagrereklamo si Councilor Jane Rivera na from P35 million naging P60 million noong pag-upo ni Mayor Pacquiao…Based on record po, liquidated ang lahat na na-cash advance ni Mayor Pacquiao, representing the confidential fund. Ang tanong, naka-liquidate ba si Mayor Rivera?,” Gacal added.
