Vice mayors can hire contract workers – DILG

The Department of Interior and Local Government in its latest advisory stressed that vice local chief executives are vested with authority to hire Job Orders and Contract of Service workers when the source of funds is from Legislative allocations.

DILG Regional XII Officer-in-Charge Atty. Rochelle Mahinay-Sero earlier this month endorsed to all local chief executives in the region the February 8 Advisory of DILG Undersecretary Juan Victor Llamas relative to the authority to hire of local chief executives and vice local chief executives.

“Accordingly, the LCE and Vice LCE shall be responsible for the appointment of officials and employees within the scope of their jurisdiction, and that the basis in determining the extent of their respective authorities to hire casual and JO workers shall be the source of fund for the payment of the salaries of the said casual and JO workers,” the advisory stated.

“All Department issuances and opinions which are inconsistent with the DBM’s pronouncement are hereby considered superseded,” it added.
